In August 2026, Saifrood Unity and Aid Organization (SUAO) conducted a participatory needs assessment across 17 communities in the Gozara, Karokh and Zanda Jan districts of Herat Province. Through focus group discussions, key informant interviews and direct field observations, the assessment examined the livelihood, agricultural, climate-related and market challenges affecting local communities.
The findings highlight interconnected pressures, including recurrent drought and water scarcity, inefficient irrigation systems, reliance on traditional agricultural practices, limited access to quality inputs and technical services, post-harvest losses, inadequate storage and packaging facilities, weak market connections and fluctuating prices. Women, young people, farmers, returnees and small businesses also face limited access to specialised skills, appropriate tools, market opportunities and guidance on business registration and licensing.
Despite these constraints, Herat has considerable potential for sustainable livelihood development. Opportunities include climate-smart and water-efficient agriculture, improved saffron production, stronger fruit and vegetable value chains, better post-harvest management, local economic innovation, vocational and entrepreneurial skills development and increased economic participation by women and youth.
The report recommends an integrated, locally led and market-oriented approach connecting agricultural production, water management, skills development, value addition, enterprise development and access to markets. Its findings are intended to inform future humanitarian, recovery, resilience and livelihood programmes and support engagement with donors and development partners.
