Emergency Response for Conflict-Displaced Families along the Afghanistan–Pakistan Border

Meeting Objective
To present the final report on the implementation, monitoring, financial and operational management, and successful completion of the project “Emergency Response for Conflict-Displaced Families along the Afghanistan–Pakistan Border,” as well as to review the project’s achievements, challenges, lessons learned, and opportunities for future collaboration.

Project Background
Following the escalation of conflict and insecurity along the Afghanistan–Pakistan border in Khost Province, hundreds of families faced severe humanitarian challenges, including forced displacement, destruction of homes, loss of livelihoods, reduced access to essential services, and increased economic and social vulnerability.
To address the urgent needs of these affected families and mitigate the impact of the crisis, Saifrood Unity and Aid Organization (SUAO), in close partnership with Rebuild Aid and with financial support from the Denmark Emergency Relief Fund (DERF), implemented the project entitled “Emergency Response for Conflict-Displaced Families along the Afghanistan–Pakistan Border.”
As part of the project, vulnerable and displaced households were identified through comprehensive field assessments, needs evaluations, and beneficiary selection criteria. A total of 300 vulnerable and displaced families received emergency cash assistance. This support played a significant role in helping affected households meet their basic needs, reduce economic pressure, and improve their living conditions during the crisis.
Meeting Proceedings
Following the successful completion of all planned project activities, a final reporting and evaluation meeting was held at the headquarters of Saifrood Unity and Aid Organization.
The meeting commenced with opening remarks by Abdullah Samim, Chairman of SUAO, who warmly welcomed all participants, particularly the representative of Rebuild Aid. He expressed appreciation for the organization’s trust, cooperation, and continued support and presented a comprehensive overview of the project’s implementation.
In his remarks, he stated:
“The emergency response project was implemented in close coordination with local authorities, relevant stakeholders, community elders, and local structures. By adhering to the principles of transparency, accountability, impartiality, and humanitarian standards, our implementation team successfully completed all project activities according to the approved work plan and objectives. The primary goal of this project was to provide immediate support to vulnerable families and reduce the humanitarian impact of the crisis.”
Following this, Farid Yari, Project Manager, presented a detailed report on project implementation, including beneficiary identification and selection processes, cash distribution activities, monitoring mechanisms, and the complaint and feedback response system.
He emphasized that all project activities were carried out in accordance with agreed procedures, technical standards, and donor requirements. He further noted that the project team made every effort to ensure that assistance was delivered transparently, fairly, and in a timely manner to eligible beneficiaries.
Subsequently, Ajab Gul Samoon, Deputy Director of SUAO, spoke about the importance of coordination among different project departments, effective management of field-level challenges, and the commitment of staff members throughout the implementation process. He highlighted teamwork, effective planning, and continuous monitoring as key factors contributing to the project’s success.
Hayatullah Alam, Finance Manager, also provided a brief overview of the project’s financial management and confirmed that all project resources were managed, documented, and utilized in accordance with the approved budget, accountability principles, and donor compliance requirements.
In the final session, Mohammad Nader Alam, Monitoring, Evaluation, and Learning (MEL) Officer of Rebuild Aid, reviewed the project’s operational reports, financial records, supporting documentation, and overall results. He expressed satisfaction with the quality of project implementation, management, and monitoring processes.
He commended the leadership and project team of Saifrood Unity and Aid Organization for their dedication and professionalism, noting that the project successfully achieved its intended objectives and effectively responded to the urgent needs of vulnerable and displaced families.
Mr. Alam further emphasized the importance of maintaining strong cooperation between the two organizations and expressed Rebuild Aid’s commitment to expanding future collaboration in humanitarian assistance, support for vulnerable communities, and emergency response initiatives.

Meeting Conclusions
Following a comprehensive review of the project’s implementation report, financial records, and achieved results, all participants officially confirmed the successful completion of the project.
The participants also agreed on the following recommendations:

- Further strengthen monitoring, evaluation, and accountability systems in similar projects.
- Expand collaboration between Saifrood Unity and Aid Organization and Rebuild Aid.
- Continue efforts to mobilize resources and implement humanitarian programs in vulnerable communities across Afghanistan.
- Maintain and strengthen standards of transparency, quality, and effectiveness in all future activities.
